Thomas Phillips, Sr.
Hudson Valley Technical Development Center
As Executive Director of the Hudson Valley Technical Development Center (HVTDC), Mr. Phillips reports to the Board of Directors. He is responsible for the overall direction, contractual obligations and performance of the Center.
Mr. Phillips is an experienced executive with over 30 years of Management and Operations experience with the IBM Corporation.
Through his managerial and executive positions with that company he has build extensive skills in corporate/operational policy analysis and development, workforce development strategies, personnel policies and process management and financial business controls.
At HVTDC, he has interacted with clients and public-sector organizations at Federal, State and Municipal levels in developing strategic initiatives for productivity and economic development.
